Action Plan
In pursuing its business objectives, the NBP will take an integrated approach to addressing issues and achieving objectives through supporting innovative initiatives in key areas of policy, business development, research, education, partnership and communication.
Short-term Actions
- Develop and coordinate infrastructure for a demonstration centre or cluster of excellence in forest-based bioenergy. The NBP will coordinate the demonstration of an active network of operational bioenergy projects. It should also involve relationship building and collaboration with initiatives underway in other regions of Northern BC.
- Develop a prospectus on bioenergy in Northern BC to establish a current market position, including benchmarking Northern BC against best practices and standards in the global bioenergy industry and creating an inventory of local and regional bioenergy-related resources.
- Develop a communications and marketing plan to build awareness of the current level of activity and support growth of market position for the Northern BC bioenergy industry.
- Develop a primer on carbon trading that can be used as a resource by industry.
- Determine what the critical research needs in bioenergy are, and provide a recommendation to the University of Northern BC on what a second research chair should specialize in.
Long-term Initiatives
- Use the demonstration cluster of excellence as a springboard from which to expand and grow the bioenergy sector to a position of strength in all forest-based bioenergy value streams. While the core of the demonstration cluster will be in North-Central BC, efforts should be made to coordinate strong networks between regions throughout Northern BC.
- Work collaboratively with the designers of the new Wood Product Innovation Centre to encourage new practice-based research, business incubation opportunities and new sector cluster development.
- Support the expansion of applied research capacity at UNBC, including facilitating industry-university research partnerships.
- Support the enhancement of local and regional training opportunities, including a bioenergy-specific technology diploma at CNC and an engineering school at UNBC.
- Develop a recommendation on how to include biomass in the current forest tenure system, or how to balance existing tenure with potential new biomass tenure.
- Develop position papers on bioenergy-related issues (e.g. carbon trading).
